A program can have goals at the extremes if the company is confident that this is what the customer wants. There are successful examples of this strategy.
- Strategy should ensure the common mistake not defining this in advance. It’s easy to miss the target by subjecting to program pressures by making a product either highly reliable and too expensive for market or extremely inexpensive and quick to market but not reliable enough to be competitive
- The balance of reliability and cost can change during product production even within the same generation of product. Analyze and adjust, don’t assume that the initial program goals are still a fit a year or two after release.
