1653-1774 The First Work Orders in the Royal Navy

A Bureaucratic Basis for Maintenance Management 

In 1653, “An Act for Constituting Commissioners for Ordering And Managing the Affairs of the Admiralty And Navy” established the responsibilities of the Admiralty and Commissioners of the Navy. The Commissioners were to make policy for building, fitting out, “repairing and preserving,” and “sale and disposal of old and unserviceable ships and vessels.” Another duty was to conduct a survey (i.e. an inventory) of the nation’s ships and naval stores, an element carried over from Monson’s Tracts in 1624.

Project Leadership: Action or Damnation

“You’ll be damned if you do and damned if you don’t”.  This was the message from First Lady Eleanor Roosevelt for those situations when you believe in your heart that you are doing the right thing even if, or when others believe it to be wrong.  This is what leaders do, they lead based upon what they believe to be right and will reap the consequences, whatever the outcome.  Leadership is about doing; it’s about making things happen through the people who follow and enabling those people to make it happen.  It’s also about being responsible for your actions and those of the others who have acted on your behalf.

Leadership has always been around in some form or another; there is always a leader of any pack or tribe.  Successful leaders and their idiosyncratic styles are not only analysed and biographed but also emulated and even imitated.  Practically speaking though it boils down to the ability of some to influence, motivate and direct teams of individuals to undertake some task or other.  The traits of leadership in turn are a function of a leader’s character and the situations in which they find themselves, the people around them, and the task at hand.

Structures are all around us, even chaos has structure albeit fractal.  We humans too involved in structures; not only do we construct physical structures, but we form organisational structures and create civilizations using the social, economic and cultural structures that rule our lives.

Some of these structures collapse due to human error, natural forces outside of our control, and man’s destructive and violent nature.  The reasons for such collapses may not be understood but, being inquisitive we strive to find out.  But these endeavours are not only earthbound as we also seek to work out the structure of the universe and its workings.  An early example of such work is from the astronomer Kepler who developed his model of our solar system.  Although geometrically fascinating it’s a far cry from our modern-day perceptions

Risk is the impact of uncertainty on achieving your objectives – the impact can be either positive or negative outcomes (ISO 31000). Governments have multiple objectives they have to meet – health and wellbeing, economic, environmental, ethical and so on. Each of these objectives essentially becomes a risk endpoint. The fundamental tenets of risk assessment are understanding the system (the context), understanding and assessing the risk (against your identified objectives), managing the risk and then monitoring whether the risk is actually controlled, and whether a further risk treatment needs to be applied.[1]

Challenges Getting Team Input in Concept Development

This is the wrap-up, final episode of our series – the 7th episode in our series about generating ideas with a team toward action.

Since the start of 2023, we focused on a few quality tools and methods to both generate ideas and then choose which idea to pursue.

We’ve talked about:

  • Changing our scope to a closed world, to failures or questions, or design heuristics
  • Brainstorming within a problem-solving framework
  • Grouping many ideas and then further refining them
  • Prioritizing many ideas by comparing them to 2 criteria or by using team voting
  • Choosing an idea by using paired comparisons or a structured decision-making solution like DMRCS
  • Giving individuals a process to create a full design concept

We also interviewed an expert in brainstorming and learned the importance of planning for teamwork, including choosing our team.

The Maintenance Career of Diarist Samual Pepys

Samuel Pepys is famous for keeping a diary from 1660 to 1669. He recorded details of everyday life in London during the Restoration period, including firsthand accounts of the plague and the Great Fire of London. Pepys spent most of his career managing the Royal Navy’s logistics and shipbuilding programs during the second, third, and fourth Dutch wars. From 1673 to 1679, he was the Secretary for the Admiralty. He fought bureaucratic waste and endemic bribery while building the so-called “Thirty New Ships” of 1677. After infighting between political factions, Pepys resigned in 1679 to face trial for corruption himself.

RM 114: The Remarkable Return of the Post-Reflow Cleaning Process

The Remarkable Return of the Post-Reflow Cleaning Process

On this show, we’ve discussed many aspects of the Electronics assembly process. We talked about reflow, thermal management, printing, soldering materials, additives, and so much more. What do all these topics have in common? When done correctly, they all contribute to the reliability of circuit assemblies.

Today, we’re going to dive into the subject of cleaning circuit assemblies after reflow. For many assemblers, the cleaning process was replaced by the use of no clean flux technology. Time and technology have eroded the concept of allowing all residues to remain on the assembly. Today, residue caused failures are such a concern, that IPC recently and radically changed the way circuit assemblies are considered to be clean.

My guests today are Sal Sparacino and Eric Camden. Sal is Director of Sales at Zestron Americas, located in Manassas Virginia. Zestron is a manufacturer of cleaning chemicals for the electronics industry. Eric is Lead Investigator for Foresite, an analytical laboratory based in Kokomo Indiana. Eric, is the guy you call when things go wrong. Together with my experience as a cleaning equipment manufacturer, we’ll discuss how cleaning contributes to increased reliability, and we’ll review the reasons cleaning has returned as a mainstream assembly process.
